Refactor middleware for better readability

**Feature request**
It would be great to have retry for services.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_retry` with default `false`.

Start by locating the middleware and service configuration entry points, then trace how service failures are currently handled. The work is done when an `enable_retry` option defaults to `false` and enables the intended retry behavior without changing the default path; the issue does not name specific files or tests to run.
