Support filtering configuration

**Feature request**
It would be great to have monitoring for helpers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_monitoring` with default `false`.

Start by locating the configuration parsing entry point and the helper-monitoring code referenced by the issue. Determine the expected behavior of enable_monitoring, including what monitoring covers and how the default false setting is verified; done means the option is accepted and its production behavior is covered by the relevant tests.
