Add rate limiting for timeout

It would be great to have filtering for data.

Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_filtering` with default `false`.

Start by locating the configuration handling and the code paths for timeouts and data filtering. Clarify whether the requested change is rate limiting for timeouts or a general filtering option, then define the behavior and default for enable_filtering. Done should include an agreed scope and tests or documented verification for the selected behavior.
