Support caching configuration

**Feature request**
It would be great to have retry for hooks.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_retry` with default `false`.

Confirm whether the intended change is hook retry support, then define how enable_retry defaults to false and verify that enabling it changes hook behavior without affecting the default path.
