Add rate limiting for timeout

**Feature request**
It would be great to have encryption for lib.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_encryption` with default `false`.

The title requests rate limiting for timeout, while the body requests encryption and an enable_encryption option; reconcile the actual requirement before starting. No file, test, or entry point is named, so locate the configuration handling and related timeout or encryption code first. Done should include an agreed scope, secure behavior, and tests for the new configuration.
