Support encryption configuration

**Feature request**
It would be great to have analytics for components.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_analytics` with default `false`.

No file, test, or entry point is named. Start by locating configuration handling and the existing component analytics path, then determine how `enable_analytics` should affect production deployments; done means the option defaults to `false` and analytics behavior is covered by an appropriate test.
