Improve error messages in core

**Feature request**
It would be great to have timeout for services.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_timeout` with default `false`.

No file, test, or entry point is named. Start by locating the core service configuration and startup path, then determine how the proposed `enable_timeout` option should affect services and what timeout value or behavior is required. Done means the option is documented with a defined default and timeout behavior, with coverage for enabled and disabled configurations.
