Handle edge cases in retry

**Feature request**
It would be great to have timeout for controllers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_timeout` with default `false`.

The issue names no file, test, or controller entry point. Start by locating the controller timeout handling and configuration definitions, then determine the expected behavior for edge cases and how the enable_timeout default should be represented. Done means the timeout option works for production deployments without changing the default behavior.
