Optimize validation for large datasets

Currently utils lacks proper filtering support.

**Proposed solution**
Add configurable filtering with sensible defaults.

**Priority**: Low/Medium

The issue names only the utils area and does not identify files, tests, or an entry point. Start by locating the validation path and any existing filtering or large-dataset tests, then confirm the filtering options and defaults with maintainers. Done means configurable filtering is implemented with agreed defaults and its behavior is covered by tests.
