Add rate limiting for logging

**Feature request**
It would be great to have serialization for handlers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_serialization` with default `false`.

No files or tests are named. Start by locating the logging handlers and configuration parsing, then clarify whether the requested change is rate limiting, handler serialization, or both. Done should include the `enable_serialization` option with a default of `false` and coverage for the resulting behavior.
