Add configuration options for pagination

**Feature request**
It would be great to have caching for config.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_caching` with default `false`.

Reconcile the title's pagination request with the body’s configuration-caching request before starting. No file, test, or configuration entry point is named; after the intended scope is confirmed, locate the config handling and verify that the agreed option has the specified default and behavior.
