Handle edge cases in retry

**Feature request**
It would be great to have compression for handlers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_compression` with default `false`.

Start by locating the handler configuration and the retry-related code in the Shell-based terminal agent. Check how configuration options are defined and how handlers are invoked, then add the requested enable_compression option with a default of false and verify compression behavior for handlers.
