Support notifications configuration

**Feature request**
It would be great to have pagination for controllers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_pagination` with default `false`.

Start by locating the controller configuration and existing configuration options in the repository. Clarify whether the requested work is notifications configuration or controller pagination, then identify the affected entry points and how configuration defaults are tested; done means the agreed feature works with pagination disabled by default.
