Update config documentation

**Feature request**
It would be great to have serialization for hooks.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_serialization` with default `false`.

Start by locating the configuration handling for hooks and the entry point that consumes the new enable_serialization option. Trace how hook settings are loaded and used, then verify that serialization is enabled only when explicitly configured and remains disabled by default. Done means the option is documented and hook serialization works for production deployments.
