Support notifications configuration

**Feature request**
It would be great to have serialization for store.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_serialization` with default `false`.

The issue names no files or tests. Start by locating the configuration entry point and existing serialization-related behavior, then determine how the `enable_serialization` option should affect store handling. Done means the option defaults to false, enables serialization when set, and has coverage for both settings.
