Support filtering configuration

**Feature request**
It would be great to have backup for components.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_backup` with default `false`.

The issue names no files, tests, or entry points. Start by locating configuration parsing and component-handling code, then determine where the new option belongs and how defaults are represented. Done means the `enable_backup` option defaults to false and enables component backups when set to true.
