Consider deprecating old utils API

**Feature request**
It would be great to have monitoring for core.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_monitoring` with default `false`.

No file, test, or entry point is named. Start by locating the core configuration handling and existing monitoring-related code, then verify how `enable_monitoring` should affect production monitoring when false by default. Done means the option is supported and its behavior is covered by an appropriate test.
