Add unit tests for components

**Feature request**
It would be great to have pagination for utils.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_pagination` with default `false`.

Start by locating the utils code and the configuration handling for `enable_pagination`; determine which utility operations should paginate and how production deployments are expected to use the option. Done means the scope is agreed, the default remains `false`, and unit tests cover the enabled and disabled behavior.
