Support retry configuration

**Feature request**
It would be great to have sorting for helpers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_sorting` with default `false`.

Start by locating the helper handling and existing configuration options in the Shell-based terminal agent. Resolve whether the requested change is retry configuration or helper sorting, then verify the default behavior and add coverage for the selected `enable_sorting` behavior.
