Add configuration options for pagination

**Feature request**
It would be great to have backup for api.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_backup` with default `false`.

No file, test, or entry point is named. First resolve the mismatch between the pagination title and the backup request, then locate the configuration handling and relevant API code; done should include an `enable_backup` option whose default is `false` and a confirmed definition of the backup behavior.
