Add TypeScript types for middleware

**Feature request**
It would be great to have logging for handlers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_logging` with default `false`.

No file, test, or entry point is named. First reconcile the TypeScript middleware-types title with the body’s request for an `enable_logging` configuration option, then locate the middleware and configuration entry points. Done should mean the agreed scope is implemented with coverage for the default and enabled behavior.
