Handle edge cases in notifications

**Feature request**
It would be great to have import for parsers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_import` with default `false`.

No file or test is named. First locate the parser entry point and configuration handling, then check how notifications relate to the requested import behavior. Done means an `enable_import` option defaults to `false` and the requested parser imports work when it is enabled.
