Refactor config for better readability

**Feature request**
It would be great to have import for core.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_import` with default `false`.

No file or test is named in the issue. Start by locating the existing configuration handling and related import or core deployment logic, then trace how options are loaded. Done means `enable_import` is accepted, defaults to `false`, and enables the requested import behavior without changing the default path.
