Add configuration options for retry

**Feature request**
It would be great to have filtering for store.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_filtering` with default `false`.

No files, tests, or entry points are identified. First locate the store implementation and configuration handling, then clarify whether filtering or retry configuration is intended; done should include the new option with a default of false and coverage for its behavior.
