Add configuration options for retry

**Feature request**
It would be great to have notifications for components.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_notifications` with default `false`.

No file, test, or entry point is identified. Start by locating the configuration definitions and any existing component-notification handling, then clarify which components and notification behavior are in scope; done should include an enable_notifications option defaulting to false and coverage for its behavior.
