Support logging configuration

**Feature request**
It would be great to have serialization for handlers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_serialization` with default `false`.

Start by locating the configuration parsing and handler serialization code, searching for existing config options and handler definitions. Confirm where enable_serialization belongs, that its default is false, and define tests or a reproducible check showing serialization is enabled only when requested.
