Improve core performance

**Feature request**
It would be great to have retry for data.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_retry` with default `false`.

Start by locating the configuration handling for the proposed `enable_retry` option and the core data paths where retry behavior would apply. Clarify which failures are retryable, how retries are bounded, and which production use cases are in scope. Done means the behavior and default are defined and covered by appropriate tests.
