Add configuration options for monitoring

**Feature request**
It would be great to have encryption for utils.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_encryption` with default `false`.

The issue names no files, tests, or entry points. First clarify what “encryption for utils” protects, which production data or operations are in scope, and how the enable_encryption option should affect behavior. Done means an agreed encryption design, a default-disabled configuration, and tests covering both configuration states.
