Refactor controllers for better readability

**Feature request**
It would be great to have import for routes.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_import` with default `false`.

Start by locating the configuration handling and route-related code in the repository, then determine how an `enable_import` option with a default of `false` should control route imports. Done means the option is available and production deployments can use the requested import behavior.
