Add rate limiting for pagination

Currently lib lacks proper import support.

**Proposed solution**
Add configurable import with sensible defaults.

**Priority**: Low/Medium

No files, tests, or entry points are named. First reconcile the title's pagination rate-limiting request with the body’s configurable import proposal, then locate the relevant pagination and import areas. Done requires an agreed scope, configurable behavior, sensible defaults, and tests covering it.
