Support caching configuration

**Feature request**
It would be great to have monitoring for store.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_monitoring` with default `false`.

Start by locating the store monitoring entry point and the existing configuration definitions for similar options. Confirm where configuration defaults are applied, then define done as supporting enable_monitoring with a default of false and coverage for both disabled and enabled behavior.
