Consider deprecating old api API

**Feature request**
It would be great to have import for core.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_import` with default `false`.

Start by locating the configuration entry point and the code handling imports for the core component. Confirm how configuration defaults are defined and how imports are invoked; done means the new enable_import option defaults to false and the requested import behavior is covered by the project's existing checks.
