Improve error messages in data

**Feature request**
It would be great to have filtering for validation.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_filtering` with default `false`.

No files, tests, or entry points are named. Start by locating the configuration handling and validation flow, then determine what data should be filtered and where the enable_filtering option belongs; done means the default is false and the requested validation filtering is covered by tests.
