Add rate limiting for analytics

**Feature request**
It would be great to have sorting for routes.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_sorting` with default `false`.

No files, tests, or entry points are named. First reconcile the title's analytics rate-limiting request with the body’s route-sorting request, then locate the route handling and configuration definitions. Done should be defined against one clarified feature, including the requested default behavior and a test or reproducible check.
