Add configuration options for retry

Currently parsers lacks proper caching support.

**Proposed solution**
Add configurable caching with sensible defaults.

**Priority**: Low/Medium

The issue does not name files, parser entry points, or existing retry configuration. Start by locating the parser and its retry and caching paths, then inspect how configuration defaults are defined. Done means caching is configurable with sensible defaults and the retry-related behavior is covered by relevant checks.
