Add configurable encryption with sensible defaults.

Start by locating the configuration and types code, then review the existing unit-test entry points for config. Determine how encryption is currently represented and what configurable behavior and sensible defaults are expected. Done means the configuration supports encryption and the relevant unit tests cover its behavior.
