Add rate limiting for notifications

**Feature request**
It would be great to have compression for types.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_compression` with default `false`.

No files, tests, or entry points are named. First reconcile the title's rate limiting for notifications with the body’s compression request and `enable_compression` configuration idea, then locate the project’s configuration and notification handling. Done should mean one clearly agreed feature is implemented with the stated default and verified behavior.
