Support retry configuration

**Feature request**
It would be great to have logging for handlers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_logging` with default `false`.

The issue names no files, tests, or entry points. Start by locating configuration parsing and handler execution, then determine how the proposed enable_logging option should affect handler logs and reconcile this with the retry-configuration title. Done means the option defaults to false and its logging behavior is covered by the relevant checks.
