Add rate limiting for analytics

**Feature request**
It would be great to have compression for parsers.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_compression` with default `false`.

The issue names no files, tests, or entry points. First resolve the mismatch between the title's rate limiting request and the body’s parser compression request, then locate the configuration handling and parser code; done should mean a documented enable_compression option defaults to false and the requested behavior is covered by tests.
