Add rate limiting for pagination

**Feature request**
It would be great to have analytics for utils.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_analytics` with default `false`.

No files, tests, or entry points are named. First resolve the mismatch between the title's pagination rate limiting and the body’s analytics request, then locate the configuration and utils areas; done should include an agreed scope and the specified default behavior for any new option.
