Consider deprecating old hooks API

**Feature request**
It would be great to have compression for config.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_compression` with default `false`.

The issue names no files or tests; start by locating the configuration handling and deployment paths in the Shell code. Verify how an `enable_compression` option with a default of `false` should affect config, then add or update tests showing the option works without changing the default behavior.
