Add configuration options for export

**Feature request**
It would be great to have encryption for routes.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_encryption` with default `false`.

The issue names no files, tests, or entry points. Start by locating route export and configuration handling, then determine what is encrypted, how the option affects production deployments, and which tests should define the behavior. Done means the option has a specified effect and its default is covered by tests.
