Add TypeScript types for api

**Feature request**
It would be great to have encryption for core.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_encryption` with default `false`.

The issue names no file, test, or entry point to start from. First locate the core configuration handling and existing API type definitions, then verify that an enable_encryption option defaults to false and that the intended encryption behavior is covered by tests.
