Support notifications configuration

**Feature request**
It would be great to have logging for lib.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_logging` with default `false`.

Start by locating the existing configuration handling and the logging or notification entry points in lib. Confirm how a new enable_logging option should be represented and verify that its default is false; done means the option is available and logging behavior matches the requested setting.
