Add rate limiting for import

**Feature request**
It would be great to have sorting for lib.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_sorting` with default `false`.

Start by locating the lib directory and the configuration handling for import. Clarify whether the intended change is rate limiting for imports or sorting, since the title and description conflict. Done should include the agreed behavior and a new enable_sorting configuration option defaulting to false if sorting is confirmed.
