Add configuration options for compression

**Feature request**
It would be great to have filtering for middleware.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_filtering` with default `false`.

No files or tests are named. Start by locating the middleware configuration and existing configuration options, then determine how filtering is expected to apply and where the new option is read. Done means the requested filtering behavior is configurable with enable_filtering defaulting to false and is covered by relevant tests.
