Improve error messages in utils

**Feature request**
It would be great to have import for lib.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_import` with default `false`.

Start by locating the utils code and the existing configuration handling. Determine what “import for lib” refers to and how configuration defaults are represented; done should include a documented `enable_import` option whose default is `false` and verified behavior for production deployments.
