Support serialization configuration

Currently parsers lacks proper retry support.

**Proposed solution**
Add configurable retry with sensible defaults.

**Priority**: Low/Medium

Start by locating the parser entry points and existing configuration handling in the repository, then trace how parser failures are currently handled. The work is done when retry behavior can be configured, has sensible defaults, and the affected parser behavior is verified by the repository’s existing checks.
