Optimize api for large datasets

**Feature request**
It would be great to have export for auth.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_export` with default `false`.

The issue does not name any files or tests. Start by locating the authentication and configuration entry points, then clarify what data, format, permissions, and production workflow the export should support; done requires an agreed export design and a defined behavior for the new `enable_export` option.
