Improve utils performance

**Feature request**
It would be great to have pagination for api.

**Use case**
Many users need this functionality for production deployments.

**Implementation idea**
Add a new config option `enable_pagination` with default `false`.

Start by locating the API implementation and configuration handling, then determine which endpoints and responses the request covers. Confirm the expected pagination behavior before adding the `enable_pagination` option with a default of `false`; the issue does not name files or tests.
